The 84 individual projects in System.ComponentModel have TFM=net6.0 or net6.0-windows, with syntax of that era
imho such dotnet-api-docs guidance needs decent modernise refresh
Issue dotnet#10961 highlights the downsides (Warning/Message clamour), hopefully this PR will be acceptable to repo elders
