herdr-fleet is now herdr-docket

A bigger name than the queue deserved, a clearer one than the plugin index could hold — and herdr-fleet was already taken, so the fleet went to the wall.

This is a rename release. The binary, the repo and every command are now herdr-docket (plugin id stays dnzzl.docket). If you installed v0.3.0 or earlier, reinstall:

herdr plugin install DnzzL/herdr-docket

Env vars renamed with it: HERDR_FLEET_BASECAMP_* → HERDR_DOCKET_BASECAMP_*.

Everything else is v0.3.0's behavior, rebuilt for the new name — same queue, same agents, same board.
