Is there a way to determine that an external link has been unloaded?
There is a BlockTypeFlags enumeration that allows you to determine that BlockRecord is an external reference (Xref).
But when I unload the link from the dwg file, I don't see any property changes.

The flag is BlockTypeFlags.XRefResolved if this flag is missing the xref is unloaded.

That's the problem. The external reference in the file has been unloaded. But when reading AcadSharp data, flag set the Xref, but not XRefResolved.

That's because it's unloaded, if you load the reference the flag XRefResolved will appear.

I uploaded the external reference. But the flag did not change to XRefResolved. Still XRef.

My mistake, I see that the flag is ignored in the input, sorry.

There is a missing bit in the reader that seems indicate weather the xref has been loaded, I'll open a new issue to fix it.
