This is extracted from #1405 and #1447. The goal is to iteratively bring back the modeling API and also ensure SciPy transitions with minimal scope creep.
This is coupled to scipy/scipy#19255
Subsequently, #1447 will be completed and coupled to a PR to SciPy transitioning
highs
to be the defaultlinprog
solver, closing scipy/scipy#15707 (callback support is a requirement for this).Finally, #1405 can be completed (and possibly be used in SciPy for the Object Oriented solver scipy/scipy#15915).
