Advance the tags used in Externals.cfg to match with the versions used in ESCOMP/CESM tag 'cesm2_3_beta14'.

This is ready for others to review. On Cheyenne I confirmed that:

  • checkout_externals works
  • FHS94, FKESSLER, F2000Climo, QPC6, and FullyCoupled compsets run for 1 day on 120km MPAS-A meshes

120km 1-day coupled tests with intel and gnu compilers have compiled and run.

30km 1-day coupled tests with intel and gnu compilers have compiled and are waiting in the queue.
