This file is modified to compile the updated framework.
Unused sub valid_date is removed as the perl Switch software is no longer available.
Make mpas-ocean compatible with cesm2_3_alpha17a EarthWorks version. Remove dependence on Switch perl module from build-namelist and add flag to buildlib due to changes in MPAS-A v8.0.1 framework.
