Release v1.13.0 contains the following changes:

• Added the "ip.device" and "dns.device" socket attributes, allowing IP transport sockets and their name resolution to be bound to a particular network device, and thus confined to a Linux VRF (#103).
• "dns.timeout" may now be set on server sockets.
• Fixed several TLS error reporting bugs surfacing with OpenSSL 3: transport errors reported as EPROTO instead of
  ETIMEDOUT/EPIPE/ECONNRESET, and an invalid "tls.13.ciphers" value aborting the process (#117).
• Fixed a crash when accepting a connection socket in blocking mode on a non-blocking server socket (#101), and a hang on failed synchronous DNS resolution.
• Backpressured TLS sends are now buffered within the transport, so retrying a failed send with different data no longer breaks the connection.
• Allow zero-sized binary socket attributes (#113).
• Refactored the test suite into per-category suites, and fixed a few defects in the test code.

The ABI version is now 0.28.
