Minor upgrades to all fastify nodules

Description

Off the back of #2193, this is part of a series of PRs to upgrade runtime dependencies.

This PR focuses on fastify and should be staightforward to verify:

• Does the API load and function correctly?
• Are form bodies still being parsed?
• Are static assets still being served?
• Do the CSP headers remain?
