Using Storybook + webpack 4 on Node 17+ caused a familiar error:
digital envelope routines::unsupported. This upgrades the dependencies to webpack 5 for Storybook only to allow it to run on modern Node.Also adds a base GitHub actions flow to check lint, unit tests, and building of the library and storybook.
