Hello. Located in the US. Attempted to donate and got this error message. I ended up contributing via credit card instead.

We're aware of the situation. We had an erroneous complaint filed against our account. The case has already been closed in our favor but PayPal has not reinstated the account.

We are following the case and pressuring Paypal as best as we can, but there is not much we can do against internet giants...
I added a warning note on the website with FreeCAD/FreeCAD-Homepage@89dfab0

I'm trying to setup a stripe account so we have an alternative, but it's not very flexible, I cannot make it allow users to give a custom amount...

This is now solved, Paypal has reenabled our account. For now...
