On 1.9.8 I have noticed that when sending map markers to individuals, they get broadcasted to all.
This issue have occured and have been fixed before (December 2021 and v1.9.6 I think).
This happened on a fresh zerotouch server and was also tested on another server installed in the manual manner.
I tested with 2 devices on various versions of ATAK (v4.5.1.7, v4.5.1.4, v4.4.0.6). The devices was running the same version of ATAK with each test.
