GEOS main repository testing

There needs to be a CI test that ensures that updates to this repository don't break the GEOS repository. I don't really see how to achieve this smoothly, but maybe someone else has a good idea to try. Perhaps there needs to be a perpetual PR/branch (never gets merged) in GEOS that tests against the merging PR in geosPythonPackages to ensure passing of the GEOS tests. Then you can do a check in geosPythonPackages that the GEOS PR passes tests. We never merge the GEOS PR but just keep updating it for subsequent geosPythonPackages PR's, since GEOS/develop points at geosPythonPackages/main.
