v4: Add USE_EXTERNAL_MAPL option

This release adds a new USE_EXTERNAL_MAPL CMake option (default OFF). find_package(MAPL) is now only called when the option is ON, so the in-model MAPL is always built by default. Previously, a MAPL found in the install prefix (e.g., from an earlier make install) could silently replace the in-model MAPL on reconfigure and break builds.
