Distribution and update foundation release. This version keeps the v0.3 sync and writeback behavior intact while adding compatibility diagnostics, release artifacts, installer update guidance, and Chrome Web Store preparation material.

• The experimental OT warm mirror remains off by default and continues to fall back to full snapshots.
