Generalise keyboard shortcuts, add Cmd+J to AI Chat

• Add a new generic KeyboardShortcut component
• Use it in Search and AIChat
• Add hotkey for Cmd/Ctrl+J to open the Assistant and to refocus the chat input (if unfocused).
