Layer Panel should scroll to the selected layer when selecting in viewport #2854

When selecting layers in the viewport, the Layer Panel should scroll and expand groups until the layer selected is evident. This should be true for the Select Tool and the Path Tool.

Why? It provides context as to what you are selecting without having to scroll around in the layer panel. This allows a more viewport focused navigation style along side our currently layer panel heavy navigation style for large documents.

Users naturally interact by trying to select things that are visibly in the viewport first, then if that fails they try to go dig through the layer panel. This often results in an "eyes look at shapes -> eyes scan layer panel and try to select -> eyes look at shapes" loop that isn't ideal for discovery. It would be better if the state of the world remains synced across all representations of the document, so it isn't confusing as to what is what.

This is meant to go along side #2818.
