HSF objectives and goals

An update that makes a clearer statement of the HSF's goals (as discussed with the AG), which is also less rooted in the CWP process.

Make reference to the CWP and to the recent EPPSU document as well.

Add the EPPSU document to the publications list.

I made some suggestions for discussion.

Another little suggestion: the table with the document is rather wide. For the "Download" column we could replace the full URL displayed with a simpler link. for example the full link https://zenodo.org/record/4009114 would be replaced wit [Zenodo](https://zenodo.org/record/4009114).
