This commit adds a new workflow file, `.github/workflows/dependabot-batcher.yml`, which schedules the Dependabot Batcher job to run every Friday at 9:00 AM. The Dependabot Batcher job combines Dependabot pull requests into a single pull request, reducing the number of pull requests to review and merge. Co-authored-by: HlexNC <hlexhelftd@gmail.com>
