Adding draft for base-plus pipeline

This PR:

• Adds an experimental baseplus release to ODK
• Fixes Make reasoning at release time optional #644 by introducing the option of skipping the use of reasoner during the release process (important for application ontologies)
• Fixes Make option for merging all components/imports into full release #629 by introducing a new mode that enables the use of ODK entirely without owl:imports in the edit file
• Fixes Make it possible to drop base from ODK #619 by making base and full default, but configurable

@gouttegd I rolled back some stuff about base because the discussion didn't finish in time.

No need for a deep dive review, if you can, a sanity check is sufficient. I am dealing with detailed testing.
