Issue Description
As an experiment controls scientist, I would like to see only alarms that are associated with the devices I am working with. Currently alarms are reported also for these cases which seem to be usability issues:
- Alarms are shown for motors not in use
- Alarms are shown for devices not part of the current configuration, probably part of a previously used configuration.
How & Where?
- Suppose there is a device associated with the current configuration with valid alarms defined. Change to a new configuration where this device isn't needed. Remove the device. Visit the alarms view - it is most likely going to show alarms for the previously interesting device.

Additional Information
- Analyse the current Alarms implementation to see how alarms to be shown are identified with devices not relevant to the current configuration.
- Similarly find which motors are set to alarm even when they are not running
- We may have to talk through this again with individual groups to see whether we can have a generic approach or make different logical adjustments while ensuring observability of the alarms for different devices.
Acceptance Criteria
- Definition of approach for showing alarms only for devices that are currently interesting
- New ticket to implement the approach
