[Alarms]: Remove Alarms not in current configuration

Issue Description

As an experiment controls scientist, I would like to see only alarms that are associated with the devices I am working with. Currently alarms are reported also for these cases which seem to be usability issues:

1. Alarms are shown for motors not in use
2. Alarms are shown for devices not part of the current configuration, probably part of a previously used configuration.

How & Where?

• Suppose there is a device associated with the current configuration with valid alarms defined. Change to a new configuration where this device isn't needed. Remove the device. Visit the alarms view - it is most likely going to show alarms for the previously interesting device.

Reproducible (Yes/No)?

Additional Information

1. Analyse the current Alarms implementation to see how alarms to be shown are identified with devices not relevant to the current configuration.
2. Similarly find which motors are set to alarm even when they are not running
3. We may have to talk through this again with individual groups to see whether we can have a generic approach or make different logical adjustments while ensuring observability of the alarms for different devices.

Acceptance Criteria

1. Definition of approach for showing alarms only for devices that are currently interesting
2. New ticket to implement the approach
