[Alarms]: Show alarms for all invalid/erroneous fields

Issue Description

As an instrument controls scientist I would like see alarms for all fields which are in error and not just a predefined set of PVs some of which may not even be interesting

We see for some motors, an incorrect value shows error on the OPI, but not an alarm in the Alarms view. It will be useful to configure/select which values to show in the alarms view.

How & Where?

• Check on Jaws and motors, many fields can be in error, but they don't appear on the Alarms view

Additional Information

1. We have to find a generic solution. One approach could be to have a view similar to Add Blocks where we can associate a PV that needs to be tracked for alarms with the current configuration.

Acceptance Criteria

1. Definition of approach for configuring PVs as interesting for Alarms that haven't been predefined.
2. New ticket to implement the approach. This ticket may also refer to the other implementation requirement defined in other analysis tickets.
