What do these changes do?

  • aligns python version with the one currently distributed with the jupyter services
  • image version was already bumped
  • replaced venv with virtualenv (shaves off 1:10 when running)
  • replaced pip install with uv pip install
  • upgraded development and runner's python dependencies
