Action strip is not displayed after deleting a row

Steps to reproduce

1. Go to https://codesandbox.io/p/devbox/vibrant-pine-wnvd2x?workspaceId=ws_Wca1rSR5QWnYWuPzcJ6uNq
2. Hover over the first row and click the delete button on the action strip.
3. Hover over other rows.

Result

Action strip is not displayed.

Expected result

Action strip is displayed.
