iLoc-4.3

• included RSTT3.2.1, a bugfix release
• modifications in Makefiles to support the latest gcc.
• modified Makefiles to support Apple silicon compile and link issues.
• included calculating the Cyclic Polygon Quotient (CPQ) and the ISC GT5 test
  Gallacher et al., 2025, Seismica, 4, https://doi.org/10.26443/seismica.v4i1.1536.
• a phase is identified as Lg only if it was reported as Lg
  (suggested by Nick Ackerley, NRCan, Canada).
• if data were read from and ISF file, defining S-P pairs were incorrectly
  counted if more than one agency reported phases from the station.
• renamed auxdir to iLocAuxDir to be in sync with the SeisComp iLoc plugin.
  Both iLoc and the SeisComp iLoc plugin read the same iLocAuxDir.
