0.16.3 makes the Console more compact, with one-line rows, folded sections and readable local times (#1394, #1400).

• The Inbox uses folders; Command details fold nested facts; History and Security use one-line rows, with outcome filters grouped by kind. Experiments explain what they test and fold their suites; Stages, Waterfall and multi-repository Logs also open folded (#1394, #1400).
• Needs you rows can copy their facts, child Commands, absolute links and equivalent CLI command. When clipboard access is unavailable, a dialog provides selectable text; its snapshot survives live updates (#1367).
• Provider capacity and overload errors classify as rate limits across Trials, Ticket runs and Scoring. Affected Trials become void with rate_limit and pause the Experiment, which resumes under its saved Bar (#1374).
• Trials prepare the repository’s pinned Rust toolchain and components on the host before starting sessions. Installation failure produces a Void Trial with session_unavailable (#1372).
