Add tests for ANT-4421 (#3659)

Add end-to-end tests covering fixed bounds, mixed bounds, inverted bounds, cyclic wrap-around, and negative offsets in sum(from .. to, expr) expressions (studies 14_2 to 14_7). Fix the constant-expression branch returning a non-zero result for inverted bounds (from > to). Tests use HiGHS solver.
