Teamwork 7.16.0

• Cursor now installs the Goal Skill. A host goal carries only an objective and its active or complete state: it defines no success signal and writes no checkpoint, so marking it complete is not verified success. The Skill owns the success signal, the budget, and the checkpoint write, and the Cursor global policy now states how the two fit together. Debug stays uninstalled; unknown-cause diagnosis still uses the host Debug mode.

Upgrade action: after updating to 7.16.0, re-run the installer for the host you use: Codex with $teamwork-update or ./install.sh; Cursor with ./install.sh cursor; Claude with ./install.sh claude. If you use the Cursor global policy, also run ./install.sh cursor-policy and replace the existing Teamwork User Rule with the new block.
