chore(plugins) remove the deprecated 'galileo' plugin #3960

The galileo plugin was deprecated since 0.13.0, and not loaded by
default (88a6aa9). This now removes the
plugin and all references mentioning it entirely.

A migration that removes galileo config rows from the 'plugins' table in
the database is also provided, on the 0.15 to 1.0 path.
