Build / tooling

• Added local development mode: the local CMake preset sets LBNL_LOCAL_SIBLINGS, preferring sibling working copies (../<Name>) of dependencies when checked out, with independent fallback to each declared remote.
• Enabled MSVC /MP (multi-processor compilation).
• Regenerated the dependency chart (doc/THMXParser.md), which had drifted to a stale version string.

• googletest (test only) bumped to v1.17.0 (consolidated across the Windows-Tools dependency graph).

What's New

GoogleTest fetch modernized. The legacy pre-FetchContent download mechanism (configure_file + execute_process git clone via test/CMakeLists.txt.in) pinned googletest at an old release that fails with CMake 4:

Compatibility with CMake < 3.5 has been removed from CMake.
Update the VERSION argument <min> value.

Fix: replace with FetchContent_Declare pinned at googletest v1.16.0. Delete test/CMakeLists.txt.in entirely.

Preset wiring for the new fetch mechanism:

• Root CMakeLists.txt: GOOGLETEST added to the graceful-fallback foreach (alongside XMLPARSER), so a missing sibling silently falls back to remote.
• CMakePresets.json: local base now also overrides FETCHCONTENT_SOURCE_DIR_GOOGLETEST to ${sourceDir}/../googletest.

README updated: removed the stale note about GoogleTest using a legacy non-overridable mechanism; sibling table now includes the googletest override.

What's New

• CMake presets — CMakePresets.json ships four visible configure presets (default-debug/-release, local-debug/-release) plus two hidden inheritance bases. local overrides FETCHCONTENT_SOURCE_DIR_XMLPARSER to consume a sibling ../XMLParser working copy when present. No compiler entries are shipped — those live in each developer's gitignored CMakeUserPresets.json.
• Graceful local-sibling fallback — if FETCHCONTENT_SOURCE_DIR_XMLPARSER points at a missing sibling, it is silently unset so FetchContent falls back to the declared remote rather than erroring out. Safe to invoke local-* presets without the sibling checked out.
• README — added (didn't exist before): overview, prerequisites, FetchContent consumer snippet, full Building section with a realistic CMakeUserPresets.json example including the JetBrains CLion vendor toolchain hint for Windows + WSL.

Dependency Bumps

• xmlParser: v1.0.4 → v1.0.5 (pin rewritten as set(xmlParser_Branch ...) variable)

CI

• actions/checkout@v3 → @v4 for consistency with other recent LBNL repo updates. Existing ninja + clang matrix retained.

Notes

• GoogleTest in test/CMakeLists.txt uses the legacy pre-FetchContent download mechanism (configure_file + execute_process git clone), so it is not currently overridable via FETCHCONTENT_SOURCE_DIR_GOOGLETEST. Modernizing that is a separate concern from this preset rollout.
