Thebe "restart and run all" should create and connect to a new kernel if one does not exist yet #231

  1. Go to: https://chem.libretexts.org/Courses/Remixer_University/LibreTexts_Construction_Guide/05%3A_Interactive_Elements/5.02%3A_Jupyter_Notebooks_(Executable_Programming_Code_and_Figures)/5.2.9%3A_Using_ipywidgets_for_Interactivity/5.2.10%3A_Enabling_and_Using_Interactive_Matplotlib_Features
  2. CTRL-F5 to reload and clear cache
  3. Press the first "restart and run all"
  4. The kernel does not get created and thus nothing happens.

This probably needs to be fixed in thebe. In Jupyter if you do a "restart and run all" as soon as you open a notebook, it will run the notebook. We should do that in thebe too.

This is fixed here and we've updated to the latest thebe on libretexts: jupyter-book/thebe#345
