ci: use hashFiles for ccache key; prune stale entries after build

- Replace github.sha with hashFiles('builds/release.yaml', 'scripts/build_target.sh')
  as the cache discriminator — ORT is a pinned third-party library so the
  cache is valid across commits until the manifest or build script changes
- Add 'Prune stale ccache entries' step: deletes all entries for the same
  (ort_version, target_id) prefix except the one just written
