Epetra solver stack is no longer available, and this change will be needed with newer versions of Albany. See sandialabs/Albany#1028

All full_integration tests pass. Note that this could break backward compatibility when using older versions of Albany, for instance when building MALI with an out-of-date COMPASS environment. I tested with dev_compass_1.3.0-alpha.1, which is the current version.

This will work with older versions of Albnay if Albany is built with no Epetra support.
