Support backport releases #32
Description
This tool should support the creation of releases branches for backport releases, which would be in-between two previous releases.
The monorepo version number should reflect that the backport release is in-between the two existing releases (i.e. it should also be in-between the versions for the "previous" and "next" releases in terms of SemVer ordering).
