Also worth noting that, while a change is pending, Get-Culture still reports the still effective, not the pending value (which contrasts with the behavior of Get-WinUILanguageOverride with respect to Set-WinUILanguageOverride).

@e0i, I'm glad to see that the Set-WinSystemLocale topic has been amended, but note that this issue is about a different cmdlet, Set-Culture (where it isn't about rebooting, but about starting a new session).

Therefore, please reopen this issue.
