发布时候因为一些字段缺失，导致数据库插入失败，进而导致工具流多次发布会失败

发布应用或者工具流时，针对app本身有 uniqueName 的场景下，也进行 groupName 等字段的填充。以防止 groupName 等字段的缺失，导致工具的数据插入数据库失败，进而导致发布失败。
期望的行为 / Expected Behavior
工具流多次发布能够成功
重现步骤 / Steps to Reproduce
- 创建工具流并发布
- 将已发布的工具流再次发布
- 再次发布，此时会报错
