Documentation Project

This is the first commit of the documentation project for MonoGame.

• Uses SharpDoc as the generator.
• We build class reference for both the framework and the new pipeline.
• Generator currently runs for windx, wingl, win8store, wp8, linux, and web.
• Copied over existing documentation content from website.
• Updated version of Protobuild which supports <DocumentationFile>.
• Hooked it up to the build script.

This will be followed by hooking in the rest of the platforms, style sheet improvements, and more content.

So the documentation build increases build times by 7 minutes... that makes the already pretty slow 6 minute built times we've had go up to 13 minutes!

That said... our windows build machine is pretty old. The docs take 2 minutes to build on my PC here... that is over 3x faster. I think I will prioritize some upgrades to the windows build box to improve our build times.
