Document Derecho GCC build and shared PIO/MUSICA installation
Replace the Derecho CCE procedure with GCC 14.3.0 (make target gfortran).
CCE 19.0.0 fails three ways: TUV-x needs a source patch (ftn-629), CCE's
C++ is pinned to GCC 12's libstdc++ without <format>, and the Cray ftn
driver aborts during the final CheMPAS-A link.
- Option A: use the shared PIO 2.6.9 / MUSICA 0.16.5 installation in
/glade/work/fillmore/chempas-a/ncarenv-25.10-gcc via its env.sh.
- Option B: build PIO and MUSICA with the NCAR MPI wrappers; set
MUSICA_ENABLE_TESTS=OFF because BUILD_TESTING=OFF does not disable
MUSICA's tests and they fail to link against the system googletest.
- Optional: build and run MUSICA's unit tests (30/30 pass).
- List lib64/pkgconfig in PKG_CONFIG_PATH; CMake installs there on Derecho.
