Upgrade v8 to 7.9.317.31

According to [OmahaProxy](https://omahaproxy.appspot.com/), the latest stable version of the V8 engine for android is `7.9.317.31`. To take advantage of the latest ES features and optimisations we should upgrade the NativeScript runtime to this version.
