Upgrade v8 to 8.3.110.9

According to OmahaProxy, the latest stable version of the V8 engine for android is 8.3.110.9. To take advantage of the latest ES features and optimisations we should upgrade the NativeScript runtime to this version.

Haa, I get it, okay 😃
Maybe its better to use some sort of labels for issues/PRs which have been already done and waiting to be closed right after release/deploy?
I think this approach will help managing/structuring issues & PRs better.
