1. include nativescript-dev-webpack in the update command
2. update migrate dependencies to the latest RCs
3. catch errors from app resources migration and show only a warning
4. get the TypeScript version from the Angular peer dependency when available
5. backup the pre-v4 android app_resources in the .migration_backup
