weechat no longer includes guile plugin on master

Issue description

lib/weechat/plugins/guile.so, present on 17.03, is missing from master since guile was upgraded to 2.2 (5498dd6).

At least for now we have this issue to document it; nobody seems to be missing it (yet!).

Steps to reproduce

(on master) nix-build '<nixpkgs>' -A weechat

This is probably because of the plugin split in #25274. However, since then I submitted #32174 which enables all plugins by default, so it should work. Is your nixpkgs up to date?

By the looks of it, you're not using nix. This is the nix packages collection repo, and only issues specific to nixpkgs should be reported here.
