I was missing users/groups that were in use by services I'd activated. It took considerable digging to uncover that the update-users-groups.pl script, part of system profile activation, was failing to update /etc/passwd, /etc/group.
Steps to reproduce
as root:
echo | tee /var/lib/nixos/uid-map | tee /var/lib/nixos/gid-map
/nix/var/nix/profiles/system/activate
update-users-groups.pl should handle any exception in parsing these files and replace them with an empty map, I think? I've no idea how my /var/lib/nixos files got damage (they contained only whitespace).
