i want to use the dock but it disappears

To Reproduce
Steps to reproduce the behavior:

1. enable on-screen keyboard in settings
2. try to use dock

Expected behavior
dock still usable

not sure how elementary OS handles it

Visually, it looks more like onboard. Try the menu button below 1 2 3

Yes, there it says "Onboard Home". Not sure what their plan is with that touch keyboard. Maybe it will replace Onboard and fix this issue.

I think that is abandoned, or at least should be now that caribou is abandoned and touch keyboard is integrated into mutter (which they use).
