Projects - Create Basic Projects Table Container

Create a basic simple container component (see #47 for details) that utilizes a react-bootstrap-table-next table from the Awesome React Bootstrap Components set as is explored in #19.

Start with a very simple table that just displays the project data: WBS#, Project Name, Project Lead, and Project Manager as is shown in the design sketch page from design sketches v4. Ignore everything that isn't just the simple table by itself.
