Fixed

• Cold P2P activation no longer holds the host lifecycle lane while startup
  waits for its nested vault identity read. Concurrent Discover requests can
  now complete startup without that deadlock or the resulting host retirement.
• Activation diagnostics retain the initial failure even when the network
  later recovers, making intermittent startup regressions visible.

Validation and scope

• The packaged Mac browser reproduced the activation failure before this fix;
  the fixed runtime passed ten consecutive strict runs on Mac and ten on Linux,
  including real WebRTC and discovery install/open checks.
• P2P remains opt-in and Chrome-preview-only. Broader network reachability and
  scale testing continue. Browser binary update qualification is tracked
  separately from this runtime release.
