Fixed

• Opening an imported local app before the first chat now creates a durable
  owner without requiring an API key. Concurrent first launches share that
  owner, while invalid ownership or failed storage refuses the launch.
• Reopening an app tab supplies its validated owner, allowing a previously
  ownerless failed tab to recover. Actor ownership and sandbox checks remain
  enforced.

Validation and scope

• The released Firefox extension reproduced the ownerless-launch failure;
  the patched package renders the app inside its sandbox on a copy of an
  updated profile. Chrome and Firefox package and worker constraints pass.
• An intermittent vault-lock reply timeout remains under investigation.
  This patch does not claim to resolve that separate lifecycle failure.
