Second mod release

This is modded version of DSFix 2.4
Changes:

• Replaced Microsoft Deutors with MinHook
• Reworked load of original dinput8.dll - it's safe now
• Fixed crash related to Steam Overlay
• Better resource management (using smart pointers)
• Better language override - does not change Windows settings in registry!
• Always resize correct window
• Code cleanup

PS: On my system game performance is poor. I get in some places ~15FPS (1920x1080, SMAA and VSSAO off), but after unlocking and set FPS max to 30, I get fluent 30FPS ! I think this game have very bad frame pacing code, and replacing it with DSFix one (FPS patch is doing this) fix this issue.
