Might need to re-word as it could be interpreted that membership in TSC is by participation. Also, there's a TDC references in this line that needs updating.

I would drop the first "membership." My suggestion is to distinguish between those that count towards a quorum and have voting privileges and those that do not. Anyone can participate, join in discussions, comment, make a pull request etc. I would define those as participants. The members have voting/maintainer rights.
