A proxy can not be configured when registering a listening Tentacle via the Tentacle.exe register-with command.

See https://help.octopusdeploy.com/discussions/questions/13313

The workaround is to register via the API directly, providing a ProxyId for the Tentacle endpoint.

It also appears that there is a proxy command but it is intended for the Server?

Release Note: Bundled tentacle 3.16.0 that includes --proxy option on Tentacle.exe register-with so a proxy server can be set when registering a tentacle on the command line
