Metadata name/value pairs may exist within a well-defined vocabulary (i.e. RDF Resource). This thought came out of comparison between our enhancements to the experiment_context (#70#51) part of evidence.
For example, an evidence "Status" may be more useful as a well-defined vocabulary that could be described and validated against. This has the following advantages:
Captured and described by the API resources (think /api/annotations, /api/namespaces).
URIs as value identifiers (structured vs. unstructured metadata values).
